Summary of Qualifications Over 36 years engineering experience in the rail transportation industry, Extensive experience in auditing, training, safety, quality assurance, maintenance of way, design & construction, asset optimization, project management, design review, standards review, cost estimating, budget control, construction, analyzation & inspection of track, structures, buildings, infrastructures and roadbed in both line management and staff positions. Mainly my career has been railroad related whereas I was involved in various activities concerning structures, buildings, bridges, infrastructure, track, signals, utilities and communications while employed within the engineering department. I began as a laborer in 1968 and worked up through the ranks, retiring from Conrail as Engineer Asset Optimization.

Amtrak, United States Department of Interior, National Park Service, Bergmann Associates, CSXT, NS Contractors, KCSRR, MDOT, FDOT, ODOT, HDR Engineering, CNIC,CVSR, Continental Appraisers, TNWRR, Hondo RR, Several Railroad Contractors and over 30 Short Line Railroads.
Overall duties consist of: Safety Audits, Quality Assurance Audits. Training of Railroad Workplace Safety, Track Safety Standards, Operating Rules and Engineering Standards. Reviewing design of grade separation, road crossing surface and signal projects. Field design of track, signal and warning device relocations. Inspection, construction monitoring, review specifications, methods & procedures, develop standards and act as a liaison between Clients and contractors. Designed crossing inventory database for MDOT.
Completed several line valuations / NLV / appraisals.
Consolidated Rail Corporation, Philadelphia, P.A. 1974- June 1999 Engineer Asset Optimization Department / ADE 1994-1999 Management of asset optimization department projects from conception to completion, including track, building and signal retirements, rationalizations, abandonment, line sales, utility conservation projects, rehabilitation costs, net liquidation values, corridor valuations and switch maintenance billing candidates, preparation of Authority for expenditures.
Responsibilities: safety, scheduling, budget and personnel management.
